Running Jigsaw locally

Hallo experts,
I am an webserver-novice and got Jigsaw. I dream of my own webserver at home for 
my own to make experiments with CGI, Java and things like this. I have W95 on my 
machine, no network (just a ISDN-card) and I access WWW via a provider 

I have got JDK 1.1.1. When I try to run Jigsaw as documented, it tells me:

Unable to launch http-server: unable to create server socket on port 8001. Option 
unsupported by protocol.

I know, anybody knows the solution but me an I should read and learn much more 
about the basics. But can you help me anyway (perhaps in finding the way to the 
neccessary basics)?
