OS2 Admin,restart,shutdown misbehaves

I got just a couple of days ago Jigsaw running as a localhost on OS/2 Warp
3.0 with JDK 1.0.2.

Works fine except when I try to do any administration. After clicking the Ok
or Save or whatever is appropriate -key, message informing about Server
taking the action is displayed and then the browser just waits for any
amount of time until I hit Esc-key. The browser is Web Explorer 1.1f, could
this be a problem?

After the Esc mostly I find that the task has been completed. However
Restart and Shutdown seem to have a more serious problem. I include here
part of the error log in hope that it may tell something about what is
happening:
