filters

I tried to use the "Installing the filter" example from the tutorials, and it
appeared to work, but after I hit the restart option as directed, it didn't
appear to restart correctly.
 I ended up having to restart manually, and then the filter isn't there.
 I tried this twice with the same results.  What's wrong?
