Jigsaw without network on Win95?

Is it possible to start jigsaw on Windows 95 platform without network
(one machine network - just for testing and developing). When I start
server ( with -host 127.0.0.1 parameter ) Win95 starts my dial-in
network. Does anyone knows a way to avoid this.

I know this is a question for Win95 gurus - but I'm not one of them.
