It is possible, check the w3c/jigsaw/proxy directory. It contains just
enough stuff to make sure it's possible, but nothing more (I wouldn't
recommend use it in real life).

Next releae of Jigsaw (mid-august), will include a full caching proxy
(HTTP/1.1 compatible), if I am still alive ;-)
