Decision on ITS docs

    addison: decision to own for maintenance purposes

    richard: taking ITS reqs won't change way we're chartered
    ... and plh said, unless we make substantive changes wouldn't
    add IP commitment
    ... can we change to ask for github instead of mailing lists

    addison: any objections to owning these without intention to
    work on the but fielding questions/requests about them

    richrd: ITS IG goes under I18N IG (www-international@)
    ... separate list under auspices of IG

    addison: please vote in IRC for/against taking ownership of ITS
