fantasai: disposition of comments waiting on i18n
    ... some closed, handful open
    ... only ones left

      [15] https://github.com/w3c/csswg-drafts/issues/839

fantasai: sometimes author wants emphasis dots on punctuation
... but then have to have a way to exclude
... in L4 add property to control what to skip
... right now only skips spaces
    ... reconsider?

<fantasai> addison: Try to do what authors want, and special
cases are handled as special cases

<fantasai> JcK: mis-use of these marks is another issue

<r12a> "In practice, emphasis dots are not used for commas
(cl-07), full stops (cl-06), opening brackets (cl-01) or
    closing brackets (cl-02)."

<fantasai> JcK: CSS use of emphasis marks could be spoofing

<fantasai> r12a: Back to the topic

<fantasai> r12a: Question is what should the default be?

<fantasai> r12a: Should be what you expect to happen, and JLREQ
    says skip punctuation

<JcK> @fantasai: It would be closer to my comment to say that
CSS can be used in a variety of ways for spoofing (and other
ways to cause user confusion). Emphasis marks are just one more
    case (as you pointed out)

    <fantasai> r12a: I can't see any reason why you'd want to
    emphasize punctuation

<fantasai> addison: issue is if L4 doesn't happen soon, then no
way to emphasize punctuation. Don't know why you'd want to do
    that, but can't do it

<fantasai> addison: making default skip means everyone gets
    best practice

<fantasai> r12a: Korean and Japanese use the right side by
default. Chinese uses the left side.

<r12a> clreq says: "Emphasis dots are symbols placed above or
beneath characters to emphasize the text, strengthen the tone,
or avoid ambiguity. For horizontal writing mode, the emphasis
dots are placed under the characters, whereas in vertical
writing mode, they are usually placed to the right side of the
    characters"
