Comment roundup: pending comments for CSS Ruby & CSS Text (ACTION REQUESTED)

The following comments were recently raised by myself or commented on by 
myself (they have an i18n-tracking label), but i propose that we convert 
them to official WG comments (and apply the i18n-comment label).
