[Bug 28661] U+2212 in shift_jis encoder

So the consequence would be that Shift_JIS 0x817c would always decode as
U+FF0B, but both U+FF0B and U+2212 would be encoded as 0x817C? And as a
corollary, U+2212 wouldn't round-trip?
