But you haven't provided example of real page which will try encode form data
or URL using us-ascii. I don't believe there are such pages and I have seen
really crazy things during web encoding hell in '90s.

Is a new API and if I'm not mistaken existing implementations support only
utf-* encodings, not us-ascii.
