In the heading above, mark @charset as <code class="kw" 
translate="no">@charset</code>

(You haven’t used that markup in headings in the past, but now you use 
it in the heading The <code translate="no" class="kw">charset</code> 
attribute on the <code translate="no" class="kw">link</code> element

Make it either way, but consistant.

PS: I start wondering if E-mail is the best way to collect all those 
proposals. Wouldn’t some kind of bug tracker be more efficient?
