Now that another late review came up, maybe it’s not too late to add one 
more comment:

“The translate attribute introduced in HTML5” sounds like as if the 
translate attribute was invented by the WHATWG. Maybe add a sentence 
explaining that it comes from ITS (which is mentioned later in the 
article from out of the blue) and was overtaken into HTML.
