FYI, a new W3C Community Group has been started, called Multilingual Web Sites Community Group. You can find more information at http://www.w3.org/community/mws/ There doesn't seem to have been a lot of activity so far, although there are 15 members already, so if you are interested in moving the topic forward, I suggest that you join up and propose some ideas.
