7000 should ideally be expressed as Ւ U+0552

Default to uppercase, but allow lc.

My educated guess is something like U+055F
If a circumflex has ever been used, it's very rare.
And if I had to choose between a circumflex or a
bar I would choose the bar.

BTW, the use of U+0585 and U+0586 for 10,000
and 20,000 is not uncommon, but I would avoid it
for the reason that 30,000 etc doesn't exist, so it's
not a very elegant scheme. Some purists don't even
like to show U+0585 and U+0586 in the alphabet...
