Two new polish translations

Thanks to Ana Backstone the FAQ-based articles "Display problems caused by the UTF-8 BOM" (Sygnatura UTF-8 BOM a problemy z wyświetlaniem  ) and  "Monolingual vs. multilingual Web sites" (Witryny jednojęzyczne a wielojęzyczne) have now been translated into Polish (language negotiated).
