I have moved the editor's draft for the Character Model: Normalization into publicly visible space at http://www.w3.org/International/docs/charmod-norm/ The only differences so far from the last published version http://www.w3.org/TR/charmod-norm/ are the removal of change marks and some very small changes to the look and feel of the document (eg. links back to toc, and list of all conformance criteria at the bottom). Future edits of the document will take place in this location (only).
