Oops, wrong tag here.  "iso8859_1" is not a valid tag for ISO/IEC 
8859-1.  The preferred one is "ISO-8859-1".  There are aliases, but your 
mileage may vary.  The preferred MIME name 
(cf.http://www.iana.org/assignments/character-sets) should really be 
preferred.
