In Japan, 'Windows-31J' has already been used widely in the area of
Web application servers and XML applications for supporting
Microsoft's vendor specific characters.

And the use have been recognized in a JIS committee and the revised
"XML Japanese Profile" which includes this change is proposed to W3C.
