garbled web pages

Why on earth do you want the address of my web page?(The internet is still 
a mystery to me)  Okay, here it is:

HOME.EARTHLINK.NET/~BARTDAS

I have tried using IE and Safari browsers. I've tried several different 
settings in
TEXT ENCODING  under the VIEW menu, including DEFAULT, WESTERN (ISO Latin 1),
WESTERN (Mac OS Roman), Central European etc.
