For Chinese, UTF-8 or UTF-16 encoding?

Hello,

We have a software for Symbian OS.
We have software strings stored in text-only file format.

Earlier, when we localize this software into European languages,
we used UTF-8 encoding.

Now, we are going to localize this software into
Simplified & Traditional Chinese.

For Chinese localized files, should we use
UTF-8 encoding or UTF-16 encoding?

Please advise.
