Japanese encoding?

Hello,

Can someone help me in this issue

We are developing some help text in japanese language  In this process we 
have TOC.XML  displayed on left hand side frame and description wil  be 
displayed on right side frame.

We have a problem with TOC the text was not displaying properly in japanese 
charecters

We tried with following encodings
<?xml version="1.0" encoding="ISO-8859-1" ?>
<?xml version="1.0" encoding="SHIFT-JIS" ?>
<?xml version="1.0" encoding="EUC-JP" ?>
<?xml version="1.0" encoding="ISO-2022-JP" ?>
