I have localized Mozilla (~Netscape 6.x) to Norwegian Nynorsk, so 
I know the language settings work here. In the language pack, the 
localizer can specifiy a list of languages. If the user hasn't 
changed the default language preference list, the one in the 
current language pack is used.
