Yes, and that's for two very good reasons:

- The XML specification requires it.
- Accepting arbitrary misspellings runs the risk
   of clashing with future registrations of encodings.

The best thing to do is to put up the file (or a watered-
down version that still shows the problems) somewhere
and send us the address.
