10.000.000,00 is the correct number format for Germany.

The Euro is a currency symbol. It is not a currency format or a property of
a Windows locale. The European Commission says officially concerning the
decimal delimiter used with it that

There is no European rule on this, it is a matter for national rules and
practices to determine.

Can anyone tell me what the format for the thousands separators for the
Euro, in Germany,  are?  Is it:
 
1.  EUREUR 10,000,000.00
 
or
2.  EUREUR 10.000.000,00
