How to change Character Encoding for HttpServletRequest?

When I call  method getCharacterEncoding of class HttpServletRequest
it always return ISO-8859-1.  When I use  JavaServer Web Development Kit 
(JSWDK)
1.0.1
it always return null.
Did anybody know haw to change default charset to another?
In answer to similar question I read that it can do useragent. But I use IE and
Netscape
with the same effect.
