I would suggest the Office2000 family over Office97. The HTML support is
vastly improved and built in to all the products. HTML in UTF-8, UCS-2
(little endian and big endian) are possible.

Notepad that supports UTF-8 is only on Windows2000. However, you can use
Word2000 as a plain text editor and it also handles UTF-8 on any platform.
(Save As... encoded text)

Hi Xin,

The Office 97 version of Microsoft Word (Word 97) will allow files to be
saved as UTF-8 and in HTML format. Microsoft's FrontPage Web page
editor/manager and Notepad utility allow users to save files in UTF-8
format. I also found this awhile ago: The Universal Word -
