Single-byte character locales?

	Thank you all for your responses re: locale date formats, the information
you collectively provided was very useful.  New question:  What is the best
way to find out what countries' languages can be represented with a
single-byte character set?  I realize Unicode, whether 8-bit multi-byte or
16-bit, is the best solution, but what languages can be represented in
8-bits only, such as in legacy software with no support for multi-byte?
