Localizing our home page

Greeting to all localization explorer!

I am seeking for your help.
We are planning to localize our home page into 10 different languages.
Most of languages will be translated into; European(FIGS), Asian(CJK), and Middle East(Hebrew, Arabic) languages.

According to our web master, we are going to update our web site very often.
Is there are any efficient way to publish or design our home page?

I heard the application called "Babel Fish" is good to use for European languages, but not Asian or Middle East Languages.

On our home page, we are using many frames, JavaScript, and very a few ASP pages.
