A new public Working Draft on International Formating is available at http://www.w3.org/TR/1999/WD-i18n-format-19990910, or http://www.w3.org/TR/i18n-format. This is an update on the July 26 version. There are major changes in Section 2 and in Appendix A, which describe how writing direction is selected, and how other properties behave depending on writing direction.
