I suggest people interested in this have a look at CC/PP:
Composite Capability/Preference Profiles (CC/PP): Structure and Vocabularies
http://www.w3.org/TR/CCPP-struct-vocab/

Would CC/PP be suitable as a mechanism for transmitting
locale,... information? If yes, where/why? If no, why not?
