The element "tz" has a type of "xs:NMTOKEN". NMTOKEN does not allow plus
signs (+), so the half of the world that is ahead of UTC, such as New Zeland
(UT+1200), cannot be expressed!

I recommend that the type is changed to "xs:normalisedString".
