[Comment on xml-i18n-bp WD] Editorial 2.1

The title for section 2.1 is too generic. It states, "Provide a way to 
specify language content" but the text is much more specific. The title 
should match. Something like "Use xml:lang to specify language content" 
would be nice.

The intent of this section is fine.
