[charmod] URI References must be normalized

Hi,

  Current urn:id:draft-masinter-url-i18n-07.txt says, that IRIs must be
normalized using NFC before converting them into an URI, current
WD-charmod-20010126 doesn't state that. I think this is not compatible
with the general concept of early normalization as outlined in the
document. I recomment to rewrite section 8 in charmod to something
similar to section 2.3 in urn:id:draft-masinter-url-i18n-07.txt thus
adding NFC as a requirement.
