It is simply not true that one needs a Hebrew OS to view Hebrew HTML in
implicit order. See http://www.alis.com/ for a counterexample that works
on all versions of Windows. Other browsers already have this
platform-independence for simpler charsets (not involving BIDI), and may
soon have it for BIDI scripts as well.
Platform-independence is also the thrust of Java, which will have BIDI
support in the next release.
I don't think it would be wise at this time to enshrine Visual as a
standard way of doing the wrong thing.
