Probably 93. The term 'HTML 1.0' was used in the June 93 internet draft
(which see:
http://www.w3.org/pub/WWW/MarkUp/draft-ietf-iiir-html-01.txt)

TimBL goofed it (the 1.0 DTD) up somehow when he made the internet
draft. My copy has always
parsed.

The changelog of html.dtd from 1992/12/03 to March 95 is at:

If anybody wants the RCS file, I could put that online as well.
