The most recent definition for the semantics of @value can be found in 
the HTML 4.01 Specification, section 10.2 
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/lists.html#h-10.2>.

(The XHTML 2.0 Working Drafts also define it, for example 
<http://www.w3.org/TR/2006/WD-xhtml2-20060726/mod-list.html#adef_list_value>.)
