The "Only" bit. 

If only XHTML Host Language conforming documents should begin the
public text description with the token XHTML, then non-XHTML Host
Language conforming documents should not begin the public text
description with the token XHTML, therefore this applies to non-XHTML
Host Language conforming documents.
