The working group resolved to have XHTML 2 be in the same namespace as XHTML 1 some time ago. A note to that effect is in the current editors draft (not public). However, documents that are in development are in temporary namespaces as a matter of course at the W3C so that there is no possibility of pollution while development is ongoing. As soon as the current round of edits is complete, a new public draft will be made available. Sorry for the confusion. -- Shane P.
