Which element/attribute has? It all depends on the browser and/or the
stylesheet. If a browser doesnt render <q cite="...">...</q> in any
special way by default - does it make quotations useless?

Wrong. Firefox doesnt show <!-- doc is in Dutch --> in the link
properties. And I cant style the link according to its language with
<!-- doc is in Dutch -->
