It is intended to be an SGML processing instruction because the
design aim of XML was to be a valid SGML application (using some
non-default values for delimiters).

This list has been the traditional place for discussing technical,
non-authoring, aspects of XML.  There is no W3C list specifically
for the discussion of XML's design and xml-editor, as well as
not being a discussion list, appears to have been abandoned to the
spammers - the spam isn't even being actively cleared.
