This isn't a very good name, it seems to be very much geared to
describing the rendering, not the meaning.

The *meaning* seems little different from <div> (or the proposed
<section>) and <a>, while the visual effect I assume you intend can be
achieved with CSS and JavaScript.

Google turns up http://4umi.com/web/javascript/tab.htm which looks
reasonable (although I have only glanced at it).
