I think, <hr /> is the best way to define a break,
content or structure doesn't matter.

It is short and anyone knows that it is a horizontal rule.
Separator could be a transparent and resized 1px-image too.

Use CSS with classes or such specs to style the rule
and it will work some more years [and xhtml levels] :)
