XHTML 1.1: Marquee invalid

dear misters and mess,

i have a problem with xhtml 1.1. i use a marquee tag in the html document
and i know it's invalid. but i need another tag to validate my document and
i don't want to use javascript. is there any way to validate my document
with marquee or another tag???

this part is invalid:

<marquee onmouseover="this.scrollamount='1'"
onmouseout="this.scrollamount='5'">
 here the content
</marquee>

because i want the wai-aaa wcag 1.0.
