They are not.  This represents a common misunderstanding of entities,
fueled by broken popular authoring tools, and an early failure of
browser developers to consider more than the US market.

These are a-grave and a-acute regardless of the transfer character set
and font (although browsers may have to misinterpret when the symbol
font is used becaue of common abuses of that font).
