I 100% agree.

I didn't consider a title language attribute yet because I don't use the title 
attribute within the <body/> element so often, I mainly use it on <link/> 
elements in the <head/> element, and <link/> elements could not have a 
content, so the problem did not arise for me.

I like your idea of adding a titlelang attribute.
