XHTML2, ammendment to the blockquote example in 8.3

I propose a change in the cite attribute value to

"urn:isbn:0-345-33971-1"

This will promote the use of uris, in addition giving the isbn as the
citation source is arguably more correct and more persistant than the
current value.
