Don't be silly, there is no need for a new property.

All you need to do is extend the 'visibility' property to take <frequency>
values.

You could also extend the 'opacity' property to take <frequency> values as
well to allow the oh-so-currently-fashionable-yet-annoying sine-wave
throbbing effect in some desktop user interfaces.
