Plenty of answers, many offline, but not one that refers to the question,
which was not well phrased...

why was this not in the original spec?
where is the archive of a discussion?
not
where we are now, and how something similar might be achieved?

I'm looking for an archive, who made this decision, because we are all
having to live with it.
