If you need to support this feature in browsers this old, you really should
use an HTML version it is in.

NS4, like IE6, is an _HTML, not an XHTML browser. You'll probably not even
get them to accept application/xhtml+xml, /the/ correct MIME type of XHTML
1.1 documents.

To put it in a nutshell: Not everyone is best off with the most recent
version of some file format.

I fear, someone might find some strange Javascript workaround or something,
but please keep it out of this list, where it's off topic (the initial
question, too).
