Identical sematics, new names in XHTML 2?

This has been touched on before here, but as part of a larger list of
items: what is the purpose of renaming <q> to <quote>? If an element
has identical semantics in previous versions of [x]HTML (in this case,
inline quotes), should it not keep the same name? Much less confusion,
I would think. <q> seems to be the only element to which this has
happened -- there was no renaming of <tr> to <row> or <table-row>, for
example (at least in the current draft).
